Eight home subdivision approved in Village of Great Neck

The Village of Great Neck Planning Board approved last Thursday preliminary and final subdivision plans to divide three lots on Forest Row into eight to allow for the construction of eight new single-family homes.

Village Attorney Kenneth Gray said although subdivision plans were approved for the properties at 43-45 Forest Row and 47 Forest Row, the applicant would need to return to the Planning Board for site plan approval once a developer has building plans for each of the homes.

“The applicant or whoever develops this property has to come to this board for final site plan approval of each of the lots,” Gray said.

Paul Bloom, attorney for the applicants Pamela Ryden Johnson and Forest Glen LLC, said at the current stage of the process, the applicants had not hired any developers to develop the property.  

“There are no houses planned at this point,” Bloom said.

Under village code, the building department cannot issue a building permit until a site plan review is completed for each of the eight lots.

The Architectural Review Committee, which reviews development plans, cannot review the application until it receives site plan approval as well.

Board Chairperson Michael Fuller said the village would charge a park fund fee to the applicant since no piece of the two-acre property could be dedicated to the village for parkland.

“While there is a need for parkland in the village, it is not feasible to dedicate any of the property for park purposes,” Fuller said. “Therefore, the board determines that the applicant shall make a contribution to the village park fund in the amount equal to 3 percent of the fair market value of all eight lots, as required by village code, in its subdivision.”

The board determined the total value of the eight lots was $3.6 million, meaning the applicant would be required to pay $108,000 to the village park fund.

Bloom said initial plans were to build eight new single-family homes on the eight subdivided lots which range from 6,385 square feet in size to 8,719 square feet.
