Plandome Board of Trustees introduces home rental regulations bill

Village of Plandome trustees introduced a local bill on Monday to amend home rental regulations after a resident started short-term room and house rentals within the village.

Residents of the area said they have seen new cars every few months at a home on West Drive, and board members said they are aware of the homeowner running a bed-and-breakfast style business.

“There has been a property purchased on West that is being used. There are short-term rentals that are going on,” Mayor M. Lloyd  Williams said. 

The board has written to the owner of the property, expressing that the village is a residential community and does not support home short term rental businesses, but have yet to receive a response.

Williams said the board would like to “cut this off at the knees as quickly as we can, before it becomes more widespread than it is.” 

The new proposed bill, Local Law 5-2015, is to amend the village zoning code for renting, leasing or letting and would add renting restrictions. 

Homeowners would only be able to rent out their home twice within a 365-day period, for a minimum of 30 days.

“We don’t necessarily want to cut off the ability of people who may want to rent their homes during the summer or winter season, when they’re not using them,” Williams said. “Although I have to say I don’t think Plandome really is a village that does very much of that.” 

Deputy Mayor Ray Herbert said he would like to increase the minimum number of days from 30 up to 90. 

“If we were a beach community, or something like that I would say it would make complete sense, but I don’t see this as a resort community,” Herbert said.

The bill has only been introduced and discussion will continue in upcoming village meetings. 

Trustees said they expect there will be a number of changes prior to adoption.
