Village of Roslyn approves tax cap breach law

Though Village of Roslyn trustees approved a local law Tuesday granting the board the authority to exceed the state-mandated tax cap within its 2015-16 budget, Mayor John Durkin said the village has no intentions of raising taxes in the next year. 

“We are looking at a zero tax increase,” Durkin said. “We have no plans to raise taxes.”

Passage of the annual law, for which a public hearing must be held, offsets state fees that could arise if the board does not approve the legislation and breaches the tax cap.

Village Attorney John Gibbons said the board passed the law at the suggestion of the New York Conference of Mayors, a collection of city and village officials that advocates on behalf of local government.

Gibbons said the board hopes to repeal the law in April to allow village taxpayers to maintain eligibility for a state property tax rebate that requires municipalities to generate three-year cost savings while staying within the tax cap.

In other developments:

• The board passed an amendment to its laws governing waste to update definitions and weight and volume limits in advance of its garbage contract going up for bid.

• Resolutions were approved to put repairs to parking lots at Old Northern Boulevard and Skillman Street out for bid, as well as for a maximum $3 million contract with National  Water Main Cleaning Co. for improvements to the village’s sanitary sewer system.
