Village of Roslyn okays $4.4 million budget

Village of Roslyn trustees on Tuesday approved a $4.4 million budget for the 2014-15 fiscal year and passed four local laws as part of its annual organization meeting.

The budget represents a .15 percent decrease from appropriations that were approved for 2013-14, trustees said.

But the village’s tax levy has increased .12 percent, from $3,352,091 in 2013-14 to $3,355,951 in 2014-15, due to a .95 percent decrease in expected revenues for the next fiscal year, trustees said.

As of Jan. 31, the village had collected more than $4 million in revenues, trustees said.

The village has appropriated $444,464 toward street and sidewalk maintenance, a $1,734 decrease, trustees said. Trustees have also budgeted $25,000 for snow removal.

Approximately $595,000 has been allocated to meet the village’s contract with the Roslyn Rescue and Roslyn Hook & Ladder fire departments, trustees said.

The board approved a law that would enforce the summer’s water-rationing restrictions as recommended by the Roslyn Water District.

Under the plan, the village’s residents would be able to water their lawns from 10 p.m. until midnight, officials said.

Residents who live at odd-numbered addresses would be able to water their lawns on odd-numbered days, while residents who live at even-numbered addresses would be able to water their lawns on even-numbered days, officials said. 

“We plan to follow the restrictions of the Roslyn Water District, and this would help us facilitate that,” Village of Roslyn Mayor John Durkin said. “We’re hoping that people will cooperate.”

The Roslyn Water District is comprised of the villages of Roslyn, Roslyn Estates, Roslyn Harbor, East Hills and Flower Hill, as well as unincorporated areas of Greenvale, Albertson and Glenwood Landing and parts of Port Washington. Each well distributes water throughout the district through 93 miles of water mains.

The board passed another law to require landscape gardeners providing lawn-watering services to abide by its building and licensing regulations.

The board also passed two zoning laws, one that changes the name of its R-3 district to the “One-Family Residential District” and another that prohibits open storage in the new waterfront mixed-use district.

Trustees deferred a decision on whether to approve the Chabad of Roslyn’s Friendship Circle charity walk tentatively scheduled for May 18 until more information about the proposal is submitted to the village.
