Did You Know?: Availability of town records during the pandemic

The Island Now
Town Clerk Wayne H. Wink, Jr.

During these unprecedented and uncertain times, the Town of North Hempstead has strived to maintain the continuity of government.

The Town Clerk’s office is fully operational as we continue to issue various license types, including vital records such as birth, death, and marriage certificates. Although our office is open to the public, residents are encouraged to interact with our office by mail and by telephone.

In the event that you need to come in person, we recommend you make an appointment before coming directly to Town Hall II. This will allow us to limit the number of people to ensure health and safety, as well as minimize any unanticipated wait times for you.

You can easily contact the Town’s Call Center by dialing 311 from your home phone or 516-869-6311 from any other phone with any questions regarding any of the functions of the Town Clerk.

Registrar’s Office
The Office of the Registrar handles vital records, including births, deaths, and marriage certificates in the Town of North Hempstead.

Effective January 2020, the Town of North Hempstead started processing vital records for Winthrop Hospital which were previously handled by the Village of Mineola.

Those seeking copies of a birth certificate, death record or marriage certificate are highly encouraged to make these requests by mail. Should you require a document immediately due to extraordinary circumstances, residents should call the office first and make arrangements to pick up.
For those who wish to get betrothed, the Town Clerk’s Office continues to process applications for couples seeking marriage licenses or domestic partnerships. These services are available by appointment only.

In order to accommodate the high number of couples who are looking to make marriage licenses during this crisis time, we have extended evening hours until 7:00 p.m. every Wednesday during the month of September. For a list of requirements for obtaining a marriage license or domestic partnership, please refer to the Town Clerk’s webpage. And as designated Marriage Officer for the Town, I am happy to report that this pandemic has not, in any way, slowed down the number of marriage ceremonies that we have performed in the past several months.

Various License Types
The Town Clerk’s Office remains the hub around which Town business revolves. We continue to oversee applications for license types such as taxi drivers, tow trucks, peddlers, second hand dealers, garbage disposal, clothing donation bins, block parties, parades and filming to name just a few.

Our office is also responsible for the licensing of all dogs in the Town. New York State hunting and fishing licenses can also be made in our office. For any of these services, residents are again encouraged to send in applications by mail. In the event that you need to come to the office, please make sure to make an appointment before coming in person.

Passport Processing
The U.S. Department of State has only recently resumed processing applications for the general public. Passport processing at the Town Clerk’s Office is available by appointment only. Applications are being accepted for new applicants only, including those with previous passports expired for more than five years.

The Town Clerk’s Office is not assisting with renewals at this time. Photo services are available for a small fee. Please refer to the State Department website for an accurate list of passport fees, the necessary documentation required and to print the DS-11 new passport application. Applicants must complete the application in its entirety prior to arriving at our office.

It generally takes 6-8 weeks for the State Department to process and mail the applicant their passport. At this time, there are no expedited services available.

Those with emergency circumstances should contact the New York regional passport office located in New York City.
As we anxiously wait for normalcy to return, the Town and the Town Clerk’s Office has made every effort to maintain the continuity of government while adhering to social distance guidelines and other safety measures.

The safety of our residents and our workforce has always been our highest priority. My office is committed to delivering the best quality services that our residents are entitled to and deserve.
For more information about any of our initiatives, please dial 311 from any phone in the Town of North Hempstead or call (516) 869-7633.
