Old Westbury rescinds 2016 bonds, rolls into $13.25M new bond for water tank

The Village of Old Westbury Board of Trustees held a special meeting Monday, continuing the push to install a new 1-million-gallon ground-level water storage tank along the village’s border with East Hills.

Mayor Fred Carillo and trustees ratified a negative State Environmental Quality Review Act declaration for the project before rescinding two separate bond resolutions adopted in 2016 to fund the project and combining them into a larger bond.

In February, the village approved the plans for a partly buried water tank on Whitney-Phipps-Garvin Drive behind the existing Well No. 6 station building.

Trustees, excluding Leslie Fastenberg, who was absent, approved rescinding a $3.7 million bond, originally approved for construction, and amended a $1 million bond, originally approved for the pre-construction planning, to a $13.25 million bond “to finance various improvements to the water system,” including the water tank.

Following additional reviews, it was determined that additional water related projects should be undertaken,” village Administrator Brian Ridgway said.

Previously, Ridgway said the project is estimated at about $3 million.

Trustees also approved the village’s engineering firm D&B Engineers and Architects to begin plans for the new water support building for the proposed Well No. 7 also along Whitney-Phipps-Garvin Drive.

In other business, trustees approved a road paving contract with Stasi Brothers Asphalt Corporation in Westbury for $390,325.

Carillo said Stasi Brothers was the lowest bidder of seven companies that offered quotes for the paving of Andover Road and Valley Road.

Ridgway said the road work will be done between April and July.
