The Roslyn Harbor Board of Trustees is seeking to make Saturday afternoons a bit quieter in the village.
The board has asked the village attorney to draft a code amendment limiting commercial landscaping on Saturdays and legal holidays to a three-hour window from 9 a.m. to noon.
If a household observes a religious holiday on Saturdays, the limited window would apply to landscaping on Sundays, Deputy Mayor Sandy Quentzel said at Tuesday’s board meeting.
Currently, landscaping in the village is allowed from 9 a.m. to 6 p.m. on Saturdays and is not allowed on Sundays or federal holidays. Monday through Friday it is permitted from 8 a.m. to 6 p.m.
One resident said that neighbors to both her left and right were landscaping on a Saturday morning, Quentzel said.
“We felt her pain,” the deputy mayor said.
The board plans to hold a public hearing on the law at its June meeting.
There will also be a public hearing on an amendment creating a new special event permit application process.
The current draft of the amendment outlines what will be requested in writing on the application, including the applicant’s name, address and plan for the event. It also institutes a special event permit fee of $1,000 per day and requests a hold harmless agreement and certificate of liability insurance.
In March, an applicant came to the village board asking to hold an auto auction at the Nassau County Museum of Art in October.
Allowing such an event without requiring the applicant to provide an insurance certificate is an issue of liability, Mayor Louis Badolato said in March.
“To me, the most important thing is covering the village in case something happens,” he said.
The draft amendment also requires permits for tag sales and limits them to the hours between 10 a.m. and 5 p.m.
